U.S. stock index futures are heading higher, all up by 0.3%, after the Senate approved the tax reform bill on a 51-48 vote in the wee hours of Wednesday morning. The measure will now head back to the House, which had cleared it on Tuesday, following news that lawmakers violated a Senate procedural measure called the Byrd Rule. The green light will send the bill to President Trump to sign into law, sealing his first major legislative victory in office.

Yesterday was a perfect Cycle Day 1 session as price scored a direct hit achieving downside target of 2682 handle outlined in prior DTS 12.19.17 Report. Scenario 2 stated: “IF price violates and converts PL (2691.50) to resistance, THEN downside targets 2688.25, followed by 2684.50 – 2682.00 zone.” Actual LOD = 2682.50

Today is Cycle Day 2 (CD2)…CD1 Low (2682.50) will now be marked as “secure cycle low” from which bulls can rally price higher with initial target measuring 2695.25. Price is within striking distance to expand to new all-time highs as traders count-down the remaining week of trading this year.

Nasdaq 100 (NQ)

NAZ also scored a perfect Cycle Day 1 decline as 6493.25 target was achieved in prior session. Overnight trade has price rallying targeting 6528 handle based upon average rally projection for Cycle Day 2.

Naz is trading higher also at CD3 Penetration Level (6531.00)…All levels of prior resistance have been overcome by bulls as stage is set for continued all-time highs into year-end. Price would need to convert 6400 handle to lower resistance in the coming days to derail this bull-train.

The FOMC will gather today for its last policy meeting of 2017, which many expect will result in interest rates getting bumped up by a quarter point on Wednesday. The wild card for the markets, however, is what the Fed says and does with regard to tax legislation. While many expect the central bank to retain its three-rate-hike forecast for next year, some feel the Fed could add a fourth rate hike based on the improving economy and stimulus from tax cuts.

Today is Cycle Day 2 (CD2)…As expected, CD1 decline was below normal as buyers took control from open and slowly bought throughout the session closing on high of session. Price is marginally higher in overnight trade as bears have all but given up for 2017. 

Nasdaq 100 (NQ)

Early volley during opening range between bull n bears lead to breakout higher, closing near high of session. Technology has been one of the strongest sectors during 2017 and it appears that bulls want to use that strength to push even higher into year-end.
